These are the best at replicating time man’s Time Slow animations
These are pretty impressive sprites. They even include the intro animations for the characters! Something I wonder though, why does Oil Man use his international design?
These aren't the best Time Man and Oil Man sprites, but they are the best at replicating the rough and dated art style of Mega Man 1.

I believe that Mend (the creator of MM7FC and MM8FC) was also working on a "Powered Up" 8-bit remake. He even re-created their stages.
I think they were meant to replace the saturn-exclusive extra subbosses: cutman and woodman.
