I believe it's because it's a pain to use the spritesheets for stuff like fangames, but don't quote me on that, I'm new to the site.
The submitter saved it as a 256-colour image for some reason... It has since been replaced using the same images from their "General Sprites" submission. (Why does that exist when most of the assets there are in other submissions here? That really needs to be cleaned up.)
