Probably because the Ruins and its assets were created two years before the final game released.

Before, I didn't see the separate sprites of just Toriel dancing, either I didn't notice or they were not there, they are now added along side the rest of the chapter 3 and 4 sprites, thanks

where are the mouthless sprites used
@NARbluebird_YT actually it takes place in an AU where monsters weren't trapped underground at all. that's right, this is toby's attempt at tackling the AU craze for his own game
Now I can see that Deltarune takes place after the neutral/pacifist endings of Undertale thanks to the fact that Toriel's still alive.
