the "unused" weapon is actually the spur
If it's not clear, the top row(s) are the weapons as they are placed onto Quote's sprite.
The ones at the bottom are the ones attached to Curly while using the Tow Rope in the Sacred Grounds. Honestly not sure why Pixel opted to do that instead of reusing the original assets.
