I just realised two things; the first is that Cal uses both downscaled animations from the final boss of the Mask, and traced animations from Stanley, the main character. I also don't recognise Any, Paco Head, or Rainbow from The Mask, so they might be stolen from some other game... or they might even be, god forbid, original sprites created for this bootleg.
@Doc von Schmeltwick you beat me to it! I was reading through the Cutting Room Floor article for this game and thought "Mary" looked oddly familiar... I come to this sheet and, lo and behold, pretty much all of these are just the enemies from The Mask. What a strange game this is.
Aren't most of these guys from the Mask videogame?
