each room of each level chooses a specific power palette
for instance, VV1 room 1 uses the pink at 3,7, but VV1 room 2 switches to the yellow at 2,1

I wouldn't call that the "final" level. I'd just call it Rainbow Resort 6, or Stage 7-6.
