At the same time, we treat Sonic 3 and Sonic & Knuckles as separate, and if memory serves me right they're just Sonic 3 parts 1 and 2 in Japan.
While I'm no expert on the matter, I'd say that treating both carts as a single game would make the most sense. The way I see it, it's like if our section for Final Fantasy VII was split up into 3 parts for each disc. It'd just be clunky and awkward.
Well, I've now ripped all of the playable characters from what I call "Final Fantasy IV, Part 1", as the second half of the game is on another cartridge.
Just a note, this game ends right after Spoiler:Cecil becomes a paladin and defeats his former self. There's a "sequel" to this that seems to pick up off from this one complete with the exact same sprites and engine, but I don't know if I'd need to submit it as a separate game or not.
