Oil Man's mugshot is edited off of Flash Man's. Basically all of the mugshots for this game are edited off of existing Robot Masters'.

Some of the robot masters are knock-offs of famous NES robot masters like Wave Man is actually a Chinese Bootleg Air Man. And there is already an Oil Man and it was in Mega Man Powered Up.
