Not all of the green on Scarecrow's sprite is the recolorable green (the shades of green from 112 to 127). One of the shades is from the marble green (specifically 11), meaning it wouldn't be changed if the color changer flags were set.
I think scarecrow might be green because they were going to palette swap him?
