It's based on the episode Good Times with Weapons where the boys buy Japanese weapons and imagine themselves as anime ninja warriors. (Who are literally just silly edits of Street Fighter characters. Kenny is the odd one out though)

I can't believe that's how he actually looks in this. Literally everyone else looks like they do in the show, while he's realistic and wears a conical hat like Raiden (and has more frames). Unless it's based on an episode.
