Nobody knows why the Super Peel Out sprites were in there. They're most likely leftovers from the Sonic CD Remaster, or they were going to add a CD control scheme.
(I probably should get rid of the unnecessary sprites, mainly the Knuckles and Tails ones, the HUD and buttons, and the Chaos Emeralds. They should go in a seperate sheet.)

Yeah, that's why I boxed them. I forgot to box in the SS Life Icon.

EDIT: I forgot that the Round Sonic life icon is unused. It still can be spawned in-game and acts like a 1-up, it also acts like as if it was a ring when collected.
That other unused life icon is a leftover from the Sonic CD remaster, since they both run on the Retro Engine.
