Weirdly enough, this was originally half of a licensed game. In Japan this was Kuni-chan no Game Tengoku.
Then Sega decided to take the tennis and Columns games and put them in this collection leaving out the board game (similar to Game of Life) and the card game. The rally racing game and penalties seems to have been coded from scratch... (the rally game may have been either based on the Game Gear version of Out Run due to HUD position or yet another game using the Arc System Works racing game engine, Sega often used either SIMS, Arc System Works or Aspect for GG games in terms of help).
There was also a not localized second game that had karting, bowling, a scrolling action samurai platformer and a puzzle game.
