They're not the same, the JP name for the Mega Drive one is a play on "icicle," the one here is a play on "time." Beyond snow existing, there's not really anything similar about them. They could have just as convincingly called Fanturn "Undertow" after their silly decision to remove its first round (though honestly, naming it "Terra," ie Earth, was even more baffling).
I have a feeling that Timu (the 4th planet's name in the JP version) stands out better than Freon (its US name which is literally just the 5th planet's name in the US version of Ristar Genesis, would you even consider those two Freons one and the same?)
