You know, I just realized the default pants (alt.) are what the Flying Dutchman drops from above during the boss fight. 20 years of owning this game and I never knew that!
How did you get the falling animation? I’ve never seen it before.

Yes, you have to talk to Ms. Puff in the Bikini Bottom Outskirts area before you get to the underground chest in Goo Lagoon (Otherwise she won't give you it).
You can also get a Mermaid Man-themed outfit through a special password (D3BVG-M0D3), and you can also obtain the remaining pieces of equipment that way as well; this sheet just covers the Bubble Wand.

Wasn't in the game a Hall Monitor costume?
As for the default pants (alt.) palette, I did some more digging for this revision and it turns out that it's actually a placeholder palette loaded along with the rest of the level's sprite and background palettes. Turns out there's also two extra placeholder pants palettes I missed.
I recently submitted a revision which adds those palettes, along with an extra palette I missed for SpongeBob.
