Another of those palette cycling title screens to give it more color on a GBC (e.g. Magical Drop, AirForceDelta) that is unrippable on a tile/background viewer. Also yes, the Puzzle Bobble title does have two glitches on them. Tested on two emulators and it appears on both so I assume that it is a bug in the code.
