Metal Knuckles had a better design imo
This boss is totally a reference to Cutscene Knuckles and probably Mecha Sonic as well. Pink color, yellow socks - does his palette not seem to mock Knuckles' cutscene palette from Sonic 3?

To be fair it is a very old sheet that must be at least over a decade old. Back then you was lucky to even see a complete sheet and only because the GBA is easier to sprite rip from than most systems at the time.
While I do agree with the color choice should have been different, luckily the white used didn't clash with the sprite on the sheets otherwise it would had to be reripped (sprite white: 248, 248, 248 sheet white 255,255,255).

I'm pretty sure he's Metal Knuckles.
That's MECHA Knuckles. METAL Knuckles is a different character.
