A lot of early sprite rips were either designed for sprite comics or were captured from an emulator by removing the layers. The idea of putting them in boxes and listing them by their animation was a rarity (mainly fighting games/beat em ups but some rippers did put in the effort even in the early days). Probably also the ripper might have merged the various Mario & Luigi sheets together or each section was ripped at different times. It seems the Frog Suit and Cape do match in terms of animation order.

why is this so unorganized with the sprite order?
@MarioYT21 Probably because it would be really hard to see on a low-resolution Game Boy Advance screen. The Frog Suit and (technically) Hammer Suit also share Mario's somersault graphics.
How come they never changed the jumping sprite for Luigi when you're using the star. Sure the the frog suit and hammer suit are correct, but the normal, tanooki, and raccoon sprites Luigi are incorrect, probably it's how it looks in-game.
The victory pose sprites for Mario and Luigi are unused in the game, the sprites for both of them when they get jumped on and the different victory pose from Battle Mode is maybe probably unused?

I don't see how people prefer the SNES sprites when this one has similar colours and adds gloves
Let me guess, those sprites have the palette data, instead the palette of the screenshots, because when i play in emulator the palette is HUGE different, or it may can be of the ripper screen, emulator, or rom

where are the triangle block sprites?
Those are just sprite glitches using broken tile layouts (just the bottom feet tiles and the top of Mario/Luigi's hat). Nothing special or "unused".

There's also some uh... headless and armless Mario & Luigi sprites... dunno what they would've been used for.

But they still exist as sprites.
TCRF says that the "Victory" sprites are unused

edit: Is the sprite with Mario/Luigi with both hands lowered unused? It's placed in the same group as pulling out a turnip (4th from the left), but he doesn't actually seem to use that sprite when pulling out a turnip.
