More like missing 95% of his sprites. Jack can climb ladders and ropes (each with separate animations), throw single-use weapons, sprint, slide kick, double jump, fire his pistol, perform a bunch of different three-hit combos, push crates and rocks, damage flinch, and die. None of that is represented here, and the stuff that did get ripped is missing a lot of frames.
the idle animation in the game got at least ten frames this sprite sheet missing at least 40% o sprites
