Yoshi's Island had a very long development period; the sprites most likely were originally created for it and used in those others first.
After doing some research, I found that the SNES release of Yoshi's Cookie was the first game to use that design of Yoshi, making it appear in 3 games; Yoshi's Cookie, The Super Mario All-Stars version of Super Mario Bros. 3, and most notably, Yoshi's Island.
