Cloud Man appeared as an enemy from Ironsword Wizards & Warriors II. He would fall from the sky and run back and forth like a spazz kicking spiked balls at you. So... with that said, you can tell this guy isn't finished. He has an idle, a turn, and a walk, but that's it. Some frames from his walk could be used for a kick if you didn't want to work too hard at completing him, so that would leave you with just making the spiked ball he kicks around.
