I'm pretty sure the second palette is actually Sonic CD's ram menu palette, and the third is Sonic 2's palette.
Awesome! On the little “act clear” poses for each Sonic (bottom of the sheet), which game’s style is the third one in the middle meant to be?
I can see Sonic 1/CD on the far left, I can see Sonic 2 (I think?) second from the left, 3K on the right, and Mania on the far right.

I admit I’m not yet as familiar with “Sonic CD Ram Menu” Sonic as I am with Sonic 1/CD, 2, 3K and Mania Sonic due to just learning about him at least a day ago.
