You can actually cheat it with the NES with 2 palettes (Dark Blue/Light Blue/White and Dark Blue/Red/White) by assigning them to specific tiles. The idle pose for example, most of it would use 1 palette while the shoes, which look about 8 pixels tall, would use the 2nd palette. Other poses would probably have an overlay sprite like in Mega Man.
