Lol, it's been possible much prior the time Sonic Mania got mods.
I was one of the pioneers for Phase's Sonic Battle Hacking Suite tool, at least...earlier versions of it, but the community grew larger right afterwards. First mod I tried to do was Dark Super Sonic in Sonic Battle, but it was a failure of a W.I.P., LOL.

An interesting fact: a sprite from this sheet was accidently used by SEGA for their SEGA Vintage Collection Sonic 2 on the Xbox 360
