Didn't this penguin had a name?
I find it hard to believe this guy was a patrolman. He looked like a local bully if you ask me, and maybe that's what he was doing. Pretending to be the police so people wouldn't give him flak for bullying Mario or anyone else.
I think the mayor's wife was worse as a person for outright lying to him.
