Could have two copies of that section of track - one for above, one for below. Display the one needed as the player approaches. Darken the background whilst inside.
Or some kind of trickery with Mode7 to give the illusion of going under/over the road?
Maybe use ramps to go over?
wish this was real but the thing is you can't go under tracks so you will always hit a wall but if you could this would be great
