Sudden urge to figure out how to mod Chip's Challenge just for this
bummer
Program Files (x86) > Steam > steamapps > common > Chip's Challenge 1 > data > bmp
Copy of one of the skins that came with the game and, when your custom skin's done, select it from the in-game Preferences menu under Edit.
(You may have already figured all of this out by now, but I thought I'd leave this here anyway in case you haven't, and in case anyone else needs it.)
