There is an asset dump for FFBE on github. It hasn't been updated in 2 years, so it's probably not as helpful in terms of playable characters (the remaining missing ones are ones that were added more recently or are/were dummied out seemingly ages ago), but it has a large number of enemies beyond what's here.
