As for why Woolsey decided to call them that of all things....who knows. This game wasn't his best translation work by a long shot, as he was unfamiliar with the source material (ie misuse of "Troopa" while translating "Nokonoko" to "Noknok").

Dec 17, 2019 7:19 AM Doc von Schmeltwick Asset: Fonts & HUD @shadow It probably stems from a problem in the development of the first game. They wanted to call Scrap Brain Zone "Clockwork Zone," but didn't have a W, making "Clock ork Zone." This was probably to prevent that from the get-go.

The badniks appear in the manual of the name, with new names different from the Japanese ones, but the bosses were not shown. And I could find no record of names coming from SOA anywhere, so either they transliterated the Japanese names, or they literally don't have English names at all.

Those eyes, the big and exaggerated smirks, Super Sonic's spines, some of the facial details, different kind of shadings on the bigger sprites, the ugly life icon, etc.

I mean, it obviously can be improved over the time with a bit more of knowledge about what's nice looking and what's not, but for now it's not appealing enough for me. Keep trying!
