Nah, his height is about on par with a handful of official robot masters (most notably Centaur Man). I can see why he looks a bit tall, what with his hat and him standing straight up adding a bit of height.

Actually you could, considering that some "sprites" in SMB3 were actually multiple stacked on top of each other, making it seem like they had more than 3 colors. It's a little something called "layering"

My guess is that the sprites were either screenshots or were just redrawn. Since they might have not been aware of the level select, they never got to Mystic Cave (which has the hanging sprites) and just switched to Sonic & Knuckles (as seen by the sideways hanging sprites)

Interestingly, the bfg's effects all play over frame 2, even though the first frame of the blast fits perfectly over frame 1 (and is completely misaligned to frame 2). This leads me to believe it's a minor coding error that persists even in the remake.

Also, I didn't think through how white text would look on a transparent background on a fairly light site, whoops. I should add black outlines.
