She's a half-breed and also based on dragons from Asian myth, not the stereotypical western depiction of a dragon. Freedom Planet takes after Asian/Chinese culture so that checks out (Not to mention ZiyoLing, Lilac's creator is Asian themselves).

I actually created a little lore for this guy: Senator Nikolai Peckmann, a slick talking New York man whose Russian blood is irrelevant when compared to his big American heart, was having a lot of trouble getting re-elected for Senate because of smear campaigns involving his aforementioned Russian lineage, so he had to resort to some less-than-legal tactics to amass the funds he needed to campaign over them. Now the FBI is after him and he has to avoid them, except when he has the "Influence" (power pellet $'s) to weasel around them and take their cash for his own. Also, in this universe, "Abscam" is not named after some Arabian whatevermajig, but rather, Abraham Lincoln.

maybe most of the sonic 2 assets got deleted and all they had was the running animation and skidding animation and just kind of smudged the sonic spinball jump sprite into it because they lost the jumping animation along with other sprites
