As QuadFactor said, placeholders. If it's a small section of the palette that changes, there's no logic to having - in this case - all four frames as separate items, just have one item and have people change the colors as they deem necessary.

@supermegakosta: The actual palettes are near the top left hand corner of the sheet. Paraemon used those other colors as placeholders for recoloring purposes.

This sheet uses some completely wrong colors, there was a guy that ripped the background himself and the colors were actually corrected, how you managed to get these colors is really questionable to me.

unfortunately, the pendulum 20th artbook doesn't have all the sprites from the devices, like the additional frames for digimon in the digital monster ver.20th. I've found sprites for the digimon missing frames online but I can't check if they were ripped from the devices or if they're custom/edits unless I compare them to the devices (which I don't have). I may revise this sheet in the future if I get a hold of one, or enough footage of one for ripping purposes.

Murphmario: they don't. In Mega Man Zero we learn Andrew deliberately had himself modified to look like he grew older because he wanted to age with the woman he loved. Andrew's story is a nice ride.
