i think that was just how flash games were back then, especially ones that weren't aiming to be much more than a cheap little distraction advertising an actual product. If it's not vector, it's compressed to hell and back. This also applies to the music, which is literally a 10 second loop of one part of Lineland Road, recorded right out of the game (environmental SFX and all). I do think they likely started with good quality renders but cropped & shrank them as tiny as possible and then heavily compressed them. That Mimi render actually doesn't exist outside scans as far as I know.
Dear god, those jpegs sure are jpegs. Did they not have access to the actual character images when making this?
