now that i watched RGME's pacman ghost ai explained video and have this, i can explain the ghost ai to my friends!

Probably remnants from just trying to work out the look of the maze tiles, it could've been entirely different earlier in development.
Ok, the Large Pellets are interesting, but what about those four unused wall tiles? The ones at [1-4,2/5/8] in the tile set? Where on earth are those supposed to be used?
Maybe they were originally part of the Power Pellets' animation, giving them a more Super-Pelletish grow/shrink cycle.
Probably from a cutscene or they were scrapped. My theory is that they would be placed near the Power Pellets and would give double the score of normal ones.
Where are the semi-large pellets from?
