@Doc Yep. Published by US Gold who had the rights to the home computer versions from Capcom and done by Tiertex, a developer known for well... mostly crap. (There are some decent games like Olympic Gold and weirdly do use more Super Game Boy functions than most GB developers in their games but yeah...) There were plenty of officially licensed Capcom arcade ports, mostly US Gold but also from Elite. At least this wasn't Gunsmoke where US Gold just put the name onto a Spanish developed clone, outside of the C64 version. This was down to Capcom being very lax regarding licensing at the time providing enough money was done for a deal, enough for US Gold to do their own Strider sequel (that is not canon as soon as Capcom Japan did Strider 2). Sega was a bit similar since US Gold did bring out Out Run Europa and would have got Sonic's Edusoft too. After all there wasn't a Capcom Europe until the PS2/GC/Xbox era after their later PAL publisher Virgin Interactive closed down.

It also doesn't help that this was one of the earlier Tiertex games as well and all versions that they worked on don't have the special moves. Capcom USA then done their own Street Fighter C64 port in the US and US Gold ended up putting both versions on certain releases.
