Apparently it can, since various palettes have pure black and white in it.

This could have something to do with it:
https://sneslab.net/wiki/Direct_Color
The palettes in bsnes-rawpalettes are using CGRAM, maybe this is why.
But in the end I don't have the technical knowledge to provide a definitive answer for this issue, I'm just a ripper and happy that I have tools that enable me.

I thought the SNES wasn't able to process pure white/black?

Are you sure?
Just checked the overworld for Jurassic Park and some of the maps in Albert Odyssey & Final Fantasy VI, all three feature pure black in their tiles.
It's also a very popular background colour for a lot of SNES games.

This must be one of the only two SNES games that actually features pure black.
