I managed to obtain the missing sprites during the game freeze. When Psylocke uses her power at mutant power level 4 on emulators like Gens (specifically Gens 11a), you can press the "h" key on the keyboard to advance to the next frame; pressing it multiple times allows you to exit the freeze.
Re: Level 4 Mutant Power, if the graphics aren't encrypted you could try running the ROM through something like YY-CHR to see what else is on there.
