Due to adding Dutch as a language, it went against the usual EA languages (EFGIS, the standard 5 in Europe plus Swedish). Probably because being a football game meant that it was beyond the usual market. (Many Dutch people at least know either English, French or even German as a second language especially when it comes to gaming)

It meant that EA had to do a separate build for the Italian market, it's like this for World Cup 98 and FIFA 99, the latter adding Brazilian Portuguese into the mix.
