He is, quite literally, a rules card. A card with rules for different games and stuff. They come with some decks.

hmm, makes sense. id personally put each character where they first appear, but, this ain't my site to say what goes and what dont, so, it is what it is
Its explained in a few comments before on the main page but you don't fight him in Chapter 1 but in 2 you do in the acid tunnel (same goes for Berdly and the Thrash machine)

His obsession with becoming the second-in-command of the Dark Worlds' rulers is definitely going to cause him to do something truly despicable soon. I wouldn't be surprised if he becomes so desperate for it that he'll actually try to kill someone.

@Gulliblepikmin: I'm not going to ask how that happened, but I replaced this submission with a re-rip, so that shouldn't be an issue now. Also included a few sprites that were somehow missed in the process.
