Correct, unless the files happened to make their way into the original as well. There was the potential for Rosalina or the Flower Suit to at least show up for multiplayer ghosts, but they segmented the playerbase by making Switch 2 edition players only pair with the Switch 2 edition.
Plus, I believe they wouldn't go here, they would go in the future Switch 2 section for the game (whenever Switch 2 games are possible to rip from)?

Not only are requests not allowed here (sure would be nice if people didn't fail basic reading comprehension on a daily basis), you are also asking for the impossible -- Switch 2 content CANNOT be ripped at this current time, and probably won't be able to for quite a while now, so I'll be deleting your comment and giving you a warning for that.

@UnoriginalRob I honestly think that, for the balloon transformation, they did that over the fact the Balloon transformation would more than likely be remembered since it's similar to the P-Balloon (in a way) (and maybe the power flower), maybe making it a call-back to Super Mario World, considering the P-Balloon (and mainly Balloon-like power-ups) had been around since those times, but that's generally what I'm thinking.
Why'd they go with the balloon transformation and spikeball transformations over the Wubba transformation? It's far more memorable and also used for more than one level
