Here's a small tidbit: there's small tiles loaded in Von Kaiser's sprites that match the placement of the ones for Great Tiger's gemstone. I guess they reused the OAMs across headswaps in this case.
That or maybe Von Kaiser was directly built off Great Tiger's sprites, which would make sense, as Great Tiger first appeared in the arcade version of Super Punch-Out!!, so he was a pre-existing character, while Von Kaiser made his debut in this game.

I always felt Von Kaiser was underutilised.
Edit: It's just a second frame, weird how he gets one but Joe doesn't
