Here's how it works:
The attack strength depends on how long you hold down the button. If you hold it for a second it does a weak attack. If you hold it down for 5 seconds, it does a strong attack.

I just found a rom, and with it, my answer. You know how in the original, you could barely manage special moves like a shoryuken? Here the most basic punches and kicks are that hard now.
A bootleg of Street Fighter 1? How much worse can it be than the original?
