She kinda looks like Aska from the Snes version

i was gonna say she looks like a bootleg Blaze Fielding in this game too

It's a more fanserviced version of the 1st movie character, she was wearing a skirt in that also a very short cut shorts among other things so it's not too much obscure come to think of it seeing this showing more skin etc.
Also the original classic comics had her change clothes quite often. Which is realistic.
Don't remember a toy having this exact design that the game have (zero results on web search ATM on that and wont bother wasting time going deeper) but wouldn't be surprised if this exist in the toy line. Since the other character designs are obviously going along with the action toy lines, which I guess was the initial goal to boost sales of those.
There has been a indeep documentary about it years ago mentioning it all what was released when and why. This is just me pinballing from top of my mind.
I mean even the game is kinda a generic VS fighter compared to the others so they were obviously going for the action toy lines with this no matter how you look at it.

You'd think that was Blaze. I guess having her wear yellow would've been too obvious, but they even changed her hair colour. Unless it was based on an episode or action figure. At least she was on the roster and not a background NPC (or only in cutscenes).
