He is red, just a more pastel shade of it.
but even his intro sprites in the beta show him as, yknow, RED? Am i going crazy or something??
its a left over from the prototype, where he was pink.
Why is knuckles’ NPC palette more pink? the Genesis can handle shades of red fine enough with Sonic’s shoes (Knuckles was even red in the design document given to STI), so why is Knuckles pink here?
@Xen0Heaven: In the "Sonic 3" version of this respective sprite sheet, as it doesn't appear in Sonic & Knuckles.

the shooing sprites are used for an easter egg called "Bow at Knuckles", to see these sprites in action, position on the right of Knuckles when he is breathing in the button, then press down, and it should work.

It's the frame where Knuckles transitions to kneeling down for a breather. Easy to miss.
If it's literally one frame in a game with tens/hundreds of thousands of frames, of course it's going to be missed - Needle in the Needlestack and all.
