For the cliff notes, EA released 2 F1 games that year. F1 2000 and later on F1 Championship Season 2000, both of these originally on the PS1. The GBC only got F1 Championship. Maybe EA decided that this game wouldn't be in time for the former but ready for the latter. Either that or to ease a bit of confusion since Sony released their Formula One 2000 game (yet also confusing because it also got a GBC game).
