@Who and @RaguRando - They are from the episode "Plummer's Academy" (yes, it is a typo for Plumber's). It's the one where Mario & Luigi train to be plumbers in Brooklyn but the strict Sgt. Kooperman aka the episode version of King Koopa as that he acts like him but is a human prevents them.
@Who? Apparently, they were unnamed background characters and two of them happened to resemble Wario and Waluigi (before the latter two existed). I wonder what episode/s they were in.
