I've cleared the situation up now. The guide was released in 1987, while the game was released in 1985. So this is certainly just a case of the illustrator not being given enough information, and has no bearing on the character's actual design basis whatsoever.

@Doc von Schmeltwick- This whole situation was very confusing. I can say I looked over the pages multiple times before beginning this sprite to make sure I was getting everything correctly.

@buc Resembling one in a non-creator-made guide by people who were probably illustrating through description over the phone does not confirmation make. You might as well be saying it's "confirmed" that Bowser has a bald crocodile head.

You're right; it does!
Luckily I can read Japanese, so here's the deal: The page 2 character (orange dress) is the queen consort. Blue dress (as depicted in this sprite sheet) is Princess Peach/Toadstool. I suppose cone hat could also be Peach in a different outfit but no real reason to assume so in my opinion.
(Worth pointing out, the Japanese for "queen consort" (王妃) and "princess" (王女) look similar enough that I can't blame them for mistranslating. The former can even mean "princess consort" as well, so some dictionaries might just have it as princess.)

Note that this is a translated version. The Japanese had slightly different text.

Maybe the artists were on weed and couldn't remember what arbitrary design they gave to everyone. I don't know.

But the one in the blue hat is almost definitely the Princess on the first page.

Anyways, I apologize for being so angry, as this situation actually is rather confusing.

Sorry, but I really don't see the logic here. A completely different guide mentions the existence of a queen, and that affects the contents of this guide how?
Page 3 has the text about the princess along with two images, one depicting her in Bowser's castle, no way that isn't meant to be her.
I could see the page 2 character (orange dress) possibly being the queen but the one in blue is definitely the princess, not the random background character with the cone hat. (Also pretty sure this is what the comment you linked to is suggesting in the first place since they mention "the princess' design on the next page".)

This is from a post-release guidebook (How to Win at Super Mario Bros.) NOT MADE BY THE CREATORS depicting not Peach, but her mother, as specified on a different page.

The Princess is the partially-obscured one with the blue cone hat.

Basically, think Captain N designs or the Bad Box Art Mega Man.

Why do I have to keep stopping people from spreading this misinformation?
