These do look like there from Kart Fighter, but the shading does look like the style of Street Fighter 1, of Human Killing Machine (a Street Fighter 1 knock off on every home computer at the time)
Probably because the shading is actually pretty true to the game's own. SF1 was mediocre on all accounts.

This could be improved a lot. Good start, but needs a lot of work.
Honestly, this just looks like a badly shaded version of Mario's Kart Fighter sprites. There's so much banding and pillow-shading everywhere, it ruins the entire sprite-sheet.
