This is sick as hell. Ironically, I've had ideas for how Balloon Fighter would work as a playable character in a fighting game, most of which incorporate the idea of him being an air-based fighter, so its pretty humorous how you and I have had similar concepts.
This is really well done.
I recall he was considered for Melee before being replaced with the Ice Climbers.
