At a rate higher than most comic books. It was very rare for a single character to be introduced; it was often groups of four or more being added to existing groups with barely any individuals given any importance beyond being a person of authority to undermine the main cast. It took them over a decade before they decided to flesh any of those characters out and they still barely got anything before the reboot happened. |
