Yeah that is weird. Most odd region is China since it adds an extra voice line only on that version of the console. Also I was able to look in the V.Smile BIOS and see that since the same BIOS rom is used on all versions of the console, with just a different setting for that region that those Chinese only part of the logo is in the rom.
As for the V.Smile Baby in it's BIOS I was able to find tons of sprites, way more than the ones used on the V.Smile Baby's BIOS.

@Doc von Schmeltwick who also had one of the most annoying catchphrases you could imagine as he said it in every episode, you wanted to rip your ears off. (For those wondering, he would scream "SWIIIMMMIIIINN!" in an annoying excited tone)

As for the other characters, I believe the pillow-looking guy is from a series called The Save-Ums, the main character from Little Robots, a character from Little People I think?, the creepy box guy is from a show called Cubies, and the ragdoll is the titular character from a series called Boo!. They're obscure most likely due to being from the BBC (Besides the Little People character)
Would I recommend any of these shows to your kids? Hell no! Because they were a pain to sit through when kids were around.
(Uncanny valley CGI even in 2003!, annoying voices and catchphrases, and treating the recommended audience like morons)
Kinda funny how Sportacus and Barney are the only live action characters
